Our Story
Collective Community Planning was founded in 2019 by Louise Cornell with a clear mission to provide expert support and guidance on planning applications and neighbourhood plans. Based in Norfolk, our team of expert consultants is dedicated to supporting you every step of the way, whether you're working on a planning application or a neighbourhood planning project.

CEO & Founder
Louise Cornell
Louise has over 20 years’ experience working in planning and policy development.
She is your first point of contact with the business, advising on the development potential of projects and what’s needed to get them through the planning process
and gain approval. Louise is an expert at securing planning for new residential development, particularly on sites outside of the settlement boundary or through barn
conversions.
In recent years, Louise has built up significant expertise in supporting communities to develop Neighbourhood Plans, advising on all aspects of policy development. She has a talent for understanding the unique needs of a community and translating this into effective planning policy.
Planner
Katie Jayne Perkins
Katie has six years' experience working closely with neighbourhood plans and policy development. Before starting with CCP in February 2022, Katie worked at the King’s Lynn and West Norfolk Borough Council in the planning policy team supporting ten neighbourhood plans in the later stages of their development from Regulation 16 to Referendum/Adoption.
Katie is a Chartered Town Planner and a member of the Royal Town Planning Institute (RTPI). She has a BSc in Anthropology & Geography and an MA in Chartered Town Planning. In November 2022 she joined the RTPI East of England Young Planners Committee which provides a forum in which aspiring young planners in the area can develop their interest in the planning world. This includes contributing to ideas and events including webinars, site visits and conferences where planners can share their wealth of knowledge and research within the field. As well as this, Katie takes part in a few volunteering roles to build on her knowledge
and skills in other fields.
Associate Planner
Mark Thompson
After earning a degree in Psychology, Mark worked as a Government scientist for 5 years before moving into local government, specialising in transport strategy andplanning, earning a Masters in Transportation and becoming Head of Transport Strategy and leading on a local transport plan for Norfolk rated the best in thecountry.
Since 2006, Mark has been a consultant. Although initially supporting local authorities in the East and South-East on local transport plans and planning policy, he soon pivoted to focusing on planning applications, especially the more challenging residential and minerals ones, and since 2014 on Neighbourhood Planning. Mark does pro-bono work, serving as an 'independent expert' for Birmingham City Council's estate regeneration scheme for the most deprived area of the city.
He has also been a Trustee for a local charity, a panel member for pupil exclusions, and Chair of Governors.
Associate Planner
Nicola Daine
Nicola has been an associate with CCP since 2023, specialising in providing expert, objective evidence bases and designing and analysing resident surveys to support the development of Neighbourhood Plans.
Before joining CCP, Nicola spent 15 years in the public sector, working for Norfolk County Council and Norfolk Constabulary. With 20 years of experience in research,
strategy and policy development, Nicola has expertise in: corporate services, research governance, strategic planning, health and care services, business
intelligence and performance management. She is also an experienced project manager, specialising in partnership work and co-design.
As a specialist in qualitative methods, she has led large-scale qualitative research projects in the public sector, including those related to service reduction and
redesign. Passionate about research ethics and the inclusion of lived experience in research, Nicola is currently a reviewer with the National Institute for Health and Care Research (NIHR).

We donate a percentage of our profits to charities and community organisations local to us. Currently, we are supporting The Trussell Trust to help end food poverty, and are assisting children and young people through support to The Benjamin Foundation and Nelson’s Journey.
